
What you missed at the DARE2X conference “What can Brussels do for Green Ammonia?”
On the 11th of September 2025, EU policymakers, industry leaders, and innovators met to debate the future of green ammonia in Europe at the conference ‘’What can Brussels do for Green Ammonia’’.
Organised by LOMARTOV and Danish Technological Institute (DTI), the conference is a direct result of the March 27th workshop “Ammonia gets out and about” that took place in Copenhagen, Denmark. In this workshop, innovators and companies met to showcase the technological innovations and their results and to discuss the challenges faced for their commercial implementation and for decentralised production.
There was a consensus that effective policies for promoting green ammonia adoption are needed for these technologies to take off. Collaboration among policy makers, industry and innovators was seen as key.
In her introduction, Ms Yamina Guidoum (LOMARTOV), conference chair, explained the motivation of “What can Brussels do for green ammonia” to bring these very key issues to Brussels to discuss how policy and regulatory support, what can the local level do for decentralised production and debate the needs of the sector.

The conference opened with a keynote speech by Rob Stevens, Director of Sustainable Process Technology (ISPT)’s Clean Ammonia Innovation Platform and representative of the Ammonia Energy Association. He emphasised the importance of scaling green ammonia and shared updates on green and blue ammonia production and the latest projections for future ammonia demand, building on insights from the industry.

A policy panel followed, addressing the central question of the conference. It featured:
- Lukas Wernert, Team Leader for Hydrogen Policy, Directorate General Energy, Decarbonisation & Sustainability of Energy Sources, European Commission;
- Andries Gryffroy, Member, Flemish Parliament, Belgian Senate & the European Committee of the Regions;
- Stephen Jackson, CEO, Ammonia Europe, and;
- Laura Norris, Research Associate, Cardiff University
Key discussions included the EU Renewable Energy Directive (RED III) and the proposal of the Industrial Decarbonisation Bank that could be a push for the ammonia sector; the role of renewable energy and the need for stronger rules of acceptance; the issue of cost, the reliance on ammonia as an asset as it has a value chain but policy needs to enable the production side; and finally the importance of the issue of justice. Industry transitions usually take 50 years.

Later in the day, Mr. Rob Stevens moderated the industry panel:
- Ammonia/fertiliser producer: Raffaele Ostuni, Head of Gas Technologies Department, R&D, CASALE;
- Decentralised ammonia producer: Mike Tooke, Director, PLASMA2X;
- Green Ammonia across diverse sectors: Onboard, Off-Road and On-Grid: Dan Skelton, CEO, Clean Air Power;
- Market analysis on green ammonia: Ioannis Spyropoulos, Sustainability Technical Officer, LOMARTOV.
The discussion highlighted the need for both decentralised and larger centralised plants, and emphasised the importance of recognising ammonia as a fuel, since this action could play a pivotal role in its market participation and improving access to funding. Public perception was also identified as a crucial factor, underscoring its relevance to ammonia’s wider development. It was concluded that information and education regarding ammonia´s applications, potential and safety is very important to be done, as the demand for the product seems to drastically increase in the near future.

Technological innovation pitches were made as outcomes of EU-funded research projects and included HiPowAR, DARE2X, HySTrAm, AFLOAT, and FLEXnCONFU, and the CAMPFIRE alliance. These initiatives demonstrate how efficient and scalable green ammonia solutions are accelerating and could become a cornerstone of Europe’s clean energy transition, if industry innovation, policy design, and public trust align.
